Assignment 3: Disaster Case Study

Purpose: Case studies of previous disasters provide valuable lessons that can help us reduce vulnerability, improve response capabilities, and prevent failure of imagination in future disasters. Lessons learned from historical events tend to shape current emergency management policies and organizational structures. Because we rely on an all-hazards approach, disaster events sparked by one hazard type are translatable to many other hazards. Utilizing your knowledge of emergency management vocabulary and the four phases, your task is to research a disaster event, discover the incident’s unique challenges, and summarize practical lessons learned.

Instructions: Choose one (1) historical disaster event as the focus for a short, written report. Your disaster event should conform to three guidelines:

The event should be a disaster or a catastrophe on the continuum of disaster.
The event must be at least 5 years old (i.e., events since 2015 are not allowed).
The following six events are off limits:

9/11 Terrorist Attacks (2001)

Haiti Earthquake (2010)
Indian Ocean Tsunami (2004)
Great East Japan Earthquake / Tsunami / Nuclear Disaster (2011)
Hurricane Katrina (2005)
Nepal Earthquake (2015)

Consider smaller disasters that would be locally or regionally known but may not have made national news. These often make the most interesting case studies. Feel free to see me for suggestions.

How far did the impacts reach (areal extent and damage pattern)?
Summarize the losses and impacts.

(Hint: Be precise here. Use quantitative measurements of hazard characteristics and also appropriate scales (Richter, Fujita, Saffir-Simpson, etc.)).

Mitigation & Preparedness

What examples of mitigation were in place before the disaster?
What preparedness activities did the impacted communities take before the disaster?
Using evidence from your research, discuss the effectiveness of these mitigation and also preparedness activities. (Consider advantages and disadvantages of mitigation and best practices for planning and preparedness).

(Hint: Pick 1-2 examples from each phase and discuss in depth. Let your research drive what you choose to discuss. Integrate key terminology from class in your explanation—you can even bold these terms so they stand out in your report).
